Tile Own choice training is visible, even if it is disabled in settings (change #2616875)

Tile Own choice training is visible, despite blocking this option in Settings | Parameters | Traning request wizard.
Solution
If logged in as manager or employee and settings to view own choice training is disabled, the tile is not visible. In this case, this option is only visible to the administrator.
