Why are electronic communication expenses now taxed?

Recently my company switched to Visma accounting and now Visma applies 46% tax to my expenses. Before switching to Visma my reimbursement was 100% (tax free). Could somebody from Visma please explain that?

The same expense for October (before Visma) was tax free, and for November with Visma has 46% tax applied. Why?
