Possibility to plan/allocate resources on project level not having to deal with phase-wise planning

I current version of the system resource allocating is done on phases (can initially allocated for entire project, but the eventual allocations are distributed to all phases in the project). For a large project portfolio with several small projects where the projects do have multiple phases and project members, it can be too detailed maintaining resources allocation at phase level. Therefore, I suggest an option for doing the allocation on project level; all hours planned for the phases then “bubbles” to the project and where the resource allocation is done.
