Access Level option missing

Hi, I've created a new application which I would to test and then put on the App Store. According to the documentation there should be an option 'Access level' to select the audience.

But this option is missiging on my screen.

What can be the reason of this. And how can I test without put it out publicly?

Hello, publishing to AppStore (either private or public) can be done once the application has been approved. What is the status of your application ?
